ISLAMABAD: The Capital Development Authority (CDA) issued a show cause notice the incumbent deputy director general (DDG) Training Academy, CDA on his involvement in Diplomatic Shuttle Service scam.
The officer was allegedly involved in extending favours to the private company by making TOR and BOT, which caused heavy losses to the civic body.
“Several officials of CDA were involved then in 2007, due to which a biased contract was made with the private company due to which the most precious land of the civic authority was allowed to be used by the contractor without paying a proper tax, worth millions of rupees. This cost CDA and national exchequer billions of rupees,” the notice stated.
“He [the contractor] was asked just to pay annual ground tax to the authority, which was nominal, only Rs 50,000 per year,” said an official of CDA.
On 24 of August, the notice was served to the said employee of CDA, while he was also given seven days to come up with a written reply to the aforementioned show cause notice. Failure to do so would end up his career as major penalty should be imposed.
Dr Fahad H Aziz, the CDA Finance member, and an inquiry officer in the case has submitted inquiry report in which the charges that the terms of references (TOR) and Build Operate and Transfer (BOT) were not properly developed and agreement was also signed contrary to the terms and conditions approved by the CDA board then, have been proved against the accused.
“Whereas, the undersigned being an authorized officer on considering the findings of inquiry committee has reached the conclusion that the ibid charges against Sindhu stand established,” the notice stated.
“The officer also came to the provisional conclusion that he appeared to be guilty of inefficiency and misconduct on account of said acts of omission and commission on his part and he is liable to disciplinary action which may involve a sum of penalties including a major penalty of dismissal from service,” it said.
Sindhu has also been given seven days to submit his response in writing within seven days of the receipt of this notice which was served in late August.
“In case no reply is furnished, it will be presumed that he has no defence to offer or he has accepted the charges against him, and in that case action against him shall be taken ex-parte,” it said.
However, when contacted, DDG Ghulam Sarwar Sidhu said: “I am being victimised and singled out by member Planning and Design because I have already been cleared in initial inquiry.”
